He is a bi-lingual dual German UK citizen, living in Germany with his office at the headquarters of GF Piping Systems Ltd in Schaffhausen, Switzerland, 40km north of Zürich. According to PMR's latest report, the total value of the cloud computing market in 2023 will reach PLN 3.9 billion, a 34% year-on-year increase. The potential for further growth in the coming years remains evident. PMR's forecasts for 2024 show that the cloud market is expected to grow to PLN 4.8 billion in 2024, and to approach PLN 13 billion in 2029.

There is also no change in the attitude of large companies in Poland when it comes to planned spending. Fewer than one out of 100 companies say they want to cut back on cloud spending. The use of cloud computing is associated with ever-increasing costs, which are not always dictated solely by new projects and investments, but also by changes in the pricing policies of cloud providers. Nor can we forget about technological innovation. The use of artificial intelligence in organizations is set to become one of the top priorities.

Another important factor that opens up new prospects for the cloud computing market is also the development of infrastructure in Poland, including data centers and networks, including mobile (5G) and fixed (FTTx) access. It will become possible to collect data from devices, send it to the cloud and receive real-time feedback. The infrastructure expansion will lay the groundwork for a range of new applications that were not available with older technologies.

Investments by major hyperscalers in existing cloud regions, as well as those planned, play an important role in the context of the growing data center market, which is able to scale to a much higher level, in terms of the power resources used to power cloud servers. The decisions of Google Cloud Platform and Microsoft to locate cloud regions in Poland based on data centers located in the country and cooperation with local partners, both in terms of colocation services and deployment projects, are a prime example.
AWS has decided to launch a zone, but a region in Poland in the future is not out of the question either. The activity of the world's three largest IaaS providers and their investments in Poland show how important the domestic market is for them now and how important it is from the point of view of at least some customers to locate physical infrastructure in Poland.
The hyperscalers also want to address especially regulated industries, for which minimizing risks about processing data outside a domestic location is a priority. It is not that regulations do not allow processing outside Poland, but they still leave room for interpretation, making companies and institutions unwilling to risk unnecessary disputes with regulators.
PMR's forecasts indicate that the share of the public cloud in the total value of the data center market in Poland will increase threefold between 2024 and 2030, reaching 50% by the end of the forecast period.

In parallel with the market shaped by global public cloud providers, who are increasingly competing on the added value derived, for example, from the AI functionality they provide, there is a growing market of providers focused on managing multiple platforms and integrating public cloud services with corporate data centers. The needs of business in this area will grow. The growth of hybrid and multi-cloud environments, as well as consulting, deployment or integration services in the area of cloud computing, is an important trend. This is an opportunity for service providers and data centers operating locally.

At the same time, it should be borne in mind that even despite the high level of penetration already achieved, cloud computing will continue to be one of the main areas of budget allocation by companies in the coming years. This is indicated, among other things, by the European Commission's new agenda, "Path to the Digital Decade". According to its assumptions, by 2030 a minimum of 75% of European companies should use cloud-based solutions. At the same time, during the forecast period, it is expected that further initiatives - related, for example, to the development of a sovereign European cloud - will gain in importance. This only confirms that the current direction of the market in the coming years will be maintained.

Nowadays, there seems to be no conference dedicated to digital transformation where the term "artificial intelligence" isn't used in every possible context. Artificial intelligence interests individual users who create images in the style of Van Gogh or compose music like Tchaikovsky on their computers. It interests companies looking for ways to offer services faster, cheaper, and more tailored to the individual needs of customers, and governments see in this technology not only a chance for another technological leap in the economy but also a huge challenge and risk – including in terms of national security. Therefore, it's no surprise that reports and studies highlighting the potential and possible directions for AI development appear time and again. All of these have one thing in common - they emphasize the importance of preparing the appropriate technical infrastructure to ensure safe and efficient processing of zettabytes of information, which are the basis for the digital economy.
AI applications, especially deep learning algorithms, require significant computing power to process and analyze vast amounts of data. This demand for computing resources will drive the need for stronger and more efficient equipment in data centers. The importance of edge computing, where AI computations are made as close to the data source or end-users as possible to avoid delays, will also grow.
As artificial intelligence becomes more widespread and touches on such critical areas as medical data, data security becomes a critical issue. Interestingly, it is artificial intelligence itself, used as a tool, that constitutes one of the fastest-growing risks to the security of this data. Hence, the infrastructure used for data processing increasingly utilizes AI-based mechanisms for its security. This real arms race in the field of using AI mechanisms to ensure data security obviously promotes large, professional data processing centers, which can benefit from economies of scale and the experience of global teams implementing the latest solutions in real-time.
Just as artificial intelligence needs secure and efficient data processing centers, these centers need energy. According to the International Energy Agency (IEA) in 2021, data centers' energy consumption was between 220 and 330 terawatt-hours (TWh), which accounts for about 0.9–1.3% of total global electricity demand. This is more energy than some countries use each year. It is worth noting that energy efficiency is an element that, with increasing needs, may decide the transfer of data processing to professional centers.
Reading the Deloitte report from January 2024, it is worth noting that over 60 percent of managers participating in the study are not only interested but even fascinated by the possibilities of using AI technology. More than half of them believe that this will increase productivity, one-third think it will lower operating costs, and nearly 30% believe that AI will improve their products and services. Perhaps more importantly, nearly 80% of respondents believe that the use of AI will lead to the transformation of their businesses over the next 3 years.
Thus, everything indicates that artificial intelligence will be the driving force behind the digital transformation in the coming three years, which in turn means demand for increasingly efficient and effective equipment, increased network bandwidth, the development of edge processing capabilities, and greater energy consumption. All of this in a format that creates maximum security for data processing. In other words - demand for professional data processing centers."

Many companies, reaching business maturity, are faced with a dilemma - to build their own server room or to take advantage of the available offer from companies specializing in colocation services in a professional data center. Historically, the preferred option seems to have been the option of an in-house server room, or in the case of larger entities, an in-house data center. The arguments for either option are compelling and should not be underestimated. Interestingly - it is very common for proponents of one option and the other to point to the same argument in favor of the ‘on prem’ (in-house) option or in favor of so-called outsourcing. Security is a good example. However, let us start with costs.

A modern data center is all about sophisticated power and cooling systems, connectivity that ensures adequate transmission parameters, professional staff carrying out the center’s operations and a number of measures to ensure the security of the center’s operations.
All of these elements will be priced with reference to the scale of purchases made. And here, with the exception of centers built by, for example, large energy consumers, the advantage will be on the side of those offering colocation in the centers provided by them. Although, in the case of energy, the scale of purchases made is not the only element affecting the costs incurred.
Servers are becoming increasingly powerful, which unfortunately goes hand in hand with the amount of energy consumed and, consequently, the cost of that energy. One of the indicators of the level of costs in a data center is a parameter called ‘density’, which indicates the power of the servers that can be accommodated in the area of a particular center. In the case of individual centers, this is in the order of 3-5kW per rack. In colocation centers, these values are up to 20kW.
Another important parameter when calculating the actual cost of data center operations is the PUE (power usage efficiency) indicator, which shows the amount of additional electricity (additional to the energy consumed directly by the server) that is necessary for the center to function properly (for example cooling costs). It is considered that this indicator should be in the magnitude of 1.3-1.5, while it is closer to 3-4 for customers preferring ‘on prem’ solutions.
While on the topic of costs for a moment, it is worth pointing out one more element. Well, according to the forecasts of IMARC Group analysts in the report ‘Green Data Centre Market Size: Global Trends, Share, Size, Growth and Forecast 2022-2027’, the aforementioned market will gain an average of 22.9% year on year, until it reaches a value of USD 200.84 billion in 2027. Security of data center operations means not only security related to cyber threats, which comes to mind as a natural association. It is also security associated with an uninterrupted power supply, security associated with the response to possible failures (e.g. extensive specialized fire-fighting systems), redundancy and appropriate telecommunications bandwidth, and finally the security of the data processed in the data center (both physical and security against illegal third-party interference).
These elements have proven to be particularly important following the introduction of regulations that threaten very high penalties if data security is not properly secured (e.g. GDPR, National Cyber Security System Act).
Naturally, there is nothing to prevent an entrepreneur from building their center according to the rules of the art and using the latest solutions available on the market. Here, however, we return for a moment to the question of economies of scale and the costs of the entire project. It is also worth considering the answer to two additional questions: once the data center is built, will the company be able to maintain it at a high operational level, introducing all the necessary technological innovations. A negative answer to this question would call into question the wisdom of investing in an ‘on prem’ center.
Yet another question - in the event of a spike in demand (or possibly a drop in demand) for data processing resources, which happens very frequently in some industries these days (e.g. e-commerce), will our newly built center be able to support the increase in demand within the required timeframe? Alternatively, will it be able to reduce costs when such demand falls sharply?
Again, a negative answer to such a question would suggest the need to target professional colocation providers.

Although only two aspects of data center operations were analyzed, there appears to be a strong case for turning to professional colocation providers.
However, it all depends on the situation of the company in question. Indeed, when talking about scale, it should not be forgotten that some large service or industrial conglomerates may have sufficient demand, resources and capabilities to compete with professional providers. On the other hand, it is possible to imagine companies (although it is becoming increasingly difficult to do so) that have less regulatory pressure, process fairly constant volumes of data, and the possible interruption of this processing does not significantly affect the continuity of the business.
One thing certainly does not hurt. Before deciding on the multi-year burden of our capex, it is worth conducting a thorough analysis of the costs associated not only with the initial investment, but also maintenance and development costs, as well as an analysis of the risks associated with the available solutions. It would also not be out of the question to verify the standards used by other companies in our industry. Cost and security are one thing. Very often, however, the competitiveness of our company will depend on how we answer this question.

PMR forecasts based on mapped investments of the largest providers, as well as announcements and plans of new players, indicate that the limit of 500 MW of Polish data center capacity will be exceeded in 2030. The development of public cloud as well as dynamic technological advances, especially in the area of artificial intelligence, imply an increased demand for servers and computing power. This translates into growth potential for the domestic data center market.
PMR's latest forecasts show that the implementation of plans by Poland's largest data center providers could result in a maximum increase in commercial server room capacity of more than 400 MW from around 120 MW in 2022. It should be emphasized that this is an optimistic scenario, that does not take into account the typical market phasing of investments. The seven-year perspective seems realistic, although the likelihood of each market player's plans being realized varies and must be considered on a case-by-case basis.
We continue to expect a gradual increase in the demand for colocation services in the country and the appearance of new foreign customers on the market. The market will increasingly be divided into two parts: wholesale and retail. The size of the market in terms of the providing power and space in hyperscale data centers will also increase.

In practice, large investment projects mean selling in a wholesale model and contracting customers even before the construction process is completed. In our opinion, the increasing concentration of capital in Poland and the arrival of new investors is the most important factor in the development of the market in the next few years, which will significantly increase the level of revenues from data center services.. It is impossible to assume that the entire list of large investment projects being pursued and planned by large investors is calculated other than to achieve a reasonable return on the allocated funds within a reasonable period of time.
The list of data center service providers operating in Poland and targeting the wholesale market includes the French group Data4, which will open its first data center in Poland in 2023, as well as operators previously known mainly for serving the retail market (Atman, Equinix Poland).
The so-called hyperscalers, i.e. wholesale customers such as Google, Amazon, Microsoft, Apple and Meta, are very important for the data center market. Google has had a cloud region in Poland since 2021 and uses infrastructure prepared specifically for its needs by providers with data centers in Poland. Microsoft, on the other hand, officially launched the region in Q2 2023, based on three autonomous data centers. Two of them were built and operated by an external partner for Microsoft's exclusive use.
Dominance of Warsaw
Warsaw accounts for more than 60% of the total commercial server space in Poland. Almost 10% of the net space is located in Krakow and 8% in Poznań. The latter holds a strong position among alternative locations to Warsaw mainly due to Beyond.pl. Gdańsk, which last year gained a new commercial facility with 3S Data Center (Play Group), has moved up the list of locations.
Investments planned for the near future indicate that Warsaw's share will continue to grow. Warsaw generates by far the highest demand for data center services, including colocation. However, it is also the most competitive and demanding market, where success is determined by experience and a comprehensive offer. On the other hand, centers in other locations are playing their part, although the scale of such investments is different. In the context of the war in Ukraine, georedundancy, which allows access to an alternative data center much further away from the primary server room than the 15-20 km within the Warsaw metropolitan area, is gaining importance. This is a trend forced by the geopolitical situation.

Corporate spending on data center services is on the rise
This year's PMR research shows that two-thirds of enterprises have increased spending on data center services in 2022 compared to 2021, and this percentage will continue to increase in 2023. Only 4% of enterprises plan to spend less on these services than in 2022. By contrast, the expected change in the level of service spending in 2023 varies by company size, but as many as 70% of companies plan to increase spending again, with 24% planning to increase spending by more than 10%.

Sustainable development
Data center services providers in Poland are generally becoming i more and more aware of the need to switch to green enenrgy, also for image reasons and in connection with so-called sustainability. This is also a response to the changing EU climate policy. They are mostly opting for energy from renewable sources, such as photovoltaic and wind farms. Polish datacenters are increasingly signaling directly to their customers that the energy they use comes from renewable sources. This is confirmed by certificates and guarantees from the energy providers.
Atman is committed to using only green energy to power its facilities as of January 1, 2023. In addition, at Atman's largest campus in Warsaw, the water used for cooling is in a closed circuit. This, by the way, is standard practice for the biggest players in the market.
Beyond.pl, which also uses 100% renewable energy, is very active in this area. Heat recovered from the server room is used to heat the office premises. Beyond.pl also uses adiabatic cooling, i.e heat exchangers supported by water evaporation.
One of the leaders in the global data center market, Equinix, also takes sustainability very seriously. The provider uses only green energy and has a number of other initiatives focused on sustainability.
Data4 also takes sustainability seriously and systemically. Its approach begins at the design stage, with in-depth life cycle analysis (LCA), through the construction and operation of infrastructure, using low-carbon concrete, waste heat recovery projects and innovative cooling technologies.
Poland leads countries in the region
In 2023, PMR has analyzed the data center market in the Czech Republic, Croatia, Greece, Romania, Slovakia and Hungary. According to PMR, Poland has the largest data center market in terms of power supply and value among the countries analyzed. At the same time, the projected market growth in Poland between 2023 and 2028 is the highest. As a result, Poland will only strengthen its leadership position clearly position itself as a colocation hub and key data center location in this part of Europe.
Virtually every major player is building new facilities or has plans to do so. In Q4 2023, Atman, which aims to provide customers with 43MW of IT capacity, officially kicked off with a new investment of more than EUR 300 million. Even more capital for investment in Poland will be available to Data4, which reported that it has raised EUR 2.2 billion in financing, of which EUR 500 million is exclusively for the Polish market.
Large investment projects already mean sales in a wholesale model and not infrequently to contracted customers even before the construction process has started. In our opinion, the increasing concentration of capital in Poland and the arrival of new investors is the most important factor for the development of the market in the coming years. Another factor is the expansion of solutions and services based on artificial intelligence, which significantly increase the revenue level of data center services . AI requires server resources and data centers, but is not as demanding in terms of location, which means that Poland's data center valley, including those of a hyperscale nature, can extend much further from Warsaw.

Why Poland

What makes Poland an attractive investment destination?
According to the latest "2023 Global Services Location Index" published by Kearney in July this year, talent regeneration is the biggest determinant of investment advantage. The level of this factor is influenced by the education system, the quality of the labor market, immigration policy, government support programs or digital infrastructure, among others. According to the report's criteria, Poland ranked a high 2nd in Europe and 13th in the world in terms of attracting investment in modern business services. In addition, our country was listed as one of the three most conducive to technology investment. Poland was recognized for its financial attractiveness and the high digital competence of its workforce, backed by more than 400 institutions of higher education supplying some 400,000 IT specialists to the market.
Poland is also a leader in innovation and R&D, as evidenced by the ever-growing number of start-ups, incubators, and with them venture funds, injecting funding into more projects. Polish start-ups specialize in: Artificial Intelligence (AI), Machine Learning, Fintech, Internet of Things (IoT), Industry 4.0 development, Big Data . In the first quarter of 2023 alone, capital worth a total of PLN 446 million was raised by 127 companies (in all of 2022 it was PLN 3.6 billion).
The cost of running the investment is not insignificant. Despite predictions that the cost of IT projects, including colocation, will also rise due to inflation and energy price increases, Poland is still an attractive price area compared to Western Europe. This applies to energy, land, real estate as well as labor costs. Naturally, costs are most often juxtaposed with security and economic stability, which have become particularly important in recent times. Despite the political and economic difficulties, the increase in projected GDP growth (+2.7% in 2024) and one of the lowest unemployment rates (2.8% 08.2023) gives grounds for optimism.
In addition to a growing economy, government and regional investment support programs (including R&D, green energy), tax breaks (related to R&D projects, job creation, expansion into new markets) and the benefits of operating in economic zones and regions are important factors in establishing new projects and investments in Poland .
Renewable energy is another important and growing area for investors, with record-breaking investments in recent years. In 2022 alone, 80% of the EUR 990 million invested by the European Bank for Reconstruction and Development (EBRD) will support green and closed-cycle economy projects.
For many industries, including IT, Poland's central location, which is also strategic in the geopolitical sense, also plays an important role. It influences the investment decisions of many companies, the development of infrastructure and, consequently, the growing market of prospective clients and the development of new projects close to customers.

Data center service providers will have to report on CO2 emissions, energy, and water consumption and consider the environmental impact of operations in planned investments. These are the obligations imposed on data center operators by the new Energy Efficiency Directive (EED) adopted by the European Parliament and the Council. The new legislation came into force on 10 October. EU member states have 2 years to adapt their national laws to the new requirements.
The EED contains several recommendations for many market sectors, including the ICT market, which accounts for 5-9% of global energy consumption and more than 2% of greenhouse gas emissions. Data from the International Energy Agency shows that the data center is responsible for 1-1.5% of total global electricity consumption. However, this is forecast to rise to as much as 8% by 2030. The European Digital Strategy taken note of the need to focus on energy-efficient and sustainable data processing and maintenance, hence the recommendation for transparent operations in the sector.

The obligation of reporting by data centers
The new directive suggests that all member states must collect and report data on emissions generated by data centers. But not only that. Newly built facilities must be designed to minimize energy and water consumption, use technologies that support low carbon emissions and consume recycled heat. Based on these recommendations, member states should create detailed regulations to set out individual requirements. They have 2 years to do so.
– The new EU directive aims to reduce energy consumption by 11.7% by 2030. The obligation to report on energy and water consumption and emissions, as well as the implementation of green investments, will be required of all operating data centers with more than 500 kW capacity. Small, edge data centers typically have energy capacities of around 1 MW, while traditional facilities have capacities totaling tens of megawatts (MW). This means that the vast majority of both already-built facilities and those planned will be subject to regulation. However, national regulations may be even more restrictive, with Germany being the best example. In the principles introduced there, they want to impose a reporting cap on all data centers above 300 kW capacity.
Data centers are expected to be energy-efficient
The new law aims to reduce EU energy consumption by 11.7% by 2030. Each member state will have to estimate its indicative national contribution. In addition, annual energy savings are to increase steadily: from the current 0.8% to 1.3% (in 2024-2025), then 1.5% (2026-2027) and 1.9% from 2028.
The new directive introduces a number of measures to support the acceleration of ‘green’ transformation. This includes adopting the general principle of ‘energy efficiency first’, to be applied to energy policy and general. Recommendations for both public and construction sectors are specified, and green mobility and infrastructure development for electric vehicles are among the solutions promoted. For the ITC and data center sector, the recommendations include, for example, reporting on installed capacity, data processing volumes, energy consumption, PUE (i.e., the energy efficiency index), use of waste heat, water consumption, and use of renewable energy.
These provisions are very much needed, as they force operators to act in a certain way and introduce the necessary transparency to our industry; conversely, they benefit customers and society in general. Understanding energy parameters of data centers, will allow customers to choose operators that consume less energy, energy which is green, and hence pay less for colocation services. For majority of humans the concept of a data center seems completely irrelevant to our lives. We understand there is a lot of data stored somewhere in certain conditions but where, why and how seems abstract and unimportant.
So imagine one day without a data center: You wake up, reach out for your telephone to check the weather for the day but the weather app is not working. Neither do your email, electronic calendar or even your telephone apps. You wanted to order some food online but online purchases are off too. You were planning to work remotely from home and have an online meeting first thing in the morning but neither Zoom nor Teams seem to work. So you go to the office hoping to meet people directly. Unfortunately the traffic lights in the whole city are off and the traffic jam is horrid with multiple car accidents on your way. It takes you 3 hours to get to the office, 2.5 hours longer than usually. Unfortunately the gate for the underground parking is not working as well so you need to park 1 km away in the street. The office lifts are down so you just climb the stairs for the 13th floor. And it is just the beginning of the disastrous day- a day without data centers.
Many aspects of our lives are strongly dependent on the internet, on data stored in clouds (liken the data in our smartphones) and data centers form the foundation of this digital infrastructure. The recent analyses by PMR company bring important conclusions regarding the dynamic development of data centers in Poland. The projected maximum power growth of over 400 MW is a clear indicator of the increasing significance of data centers in the national economy. This growth represents a significant leap compared to the approximately 120 MW registered in 2022, which demonstrates the growing demand for services provided by data centers. Therefore, without data centers, many services could not be delivered. Let's imagine just a few hours or a day without data centers – a day when the digital infrastructure that supports more and more aspects of our lives suddenly disappears.
Data center management has undergone enormous changes over the past two decades. Initially focused on hardware maintenance and ensuring adequate infrastructure, it has evolved into modern, integrated ecosystems. Cloud technologies, automation and artificial intelligence play now a crucial role, helping to optimize management and minimize downtime risks.
If a digital infrastructure were in crisis

Companies from various industries, public institutions and medical care – all rely on data centers for storing their data. Digital ecosystems enable businesses to collaborate with partners, service providers and clients. If this infrastructure were to suddenly vanish, it would completely paralyze the operational capacity of all involved entities.
In the case of a complete lack of digital infrastructure, these losses would multiply, reaching multi-billion levels, adversely impacting the financial results of many companies. Furthermore, lack of data centers would affect process efficiency and access to crucial data, potentially leading to extended response times to changing market conditions. In the era of digitalization, many businesses rely on e-commerce, so the absence of digital infrastructure would also affect consumers.
A world without data centers would mean the loss of stored resources which could have serious consequences for the security and reputation of companies. They base their production processes, distribution and customer service on data access capabilities. If these resources are unavailable, it affects the entire supply chain, leading to delays, shortages of goods, and higher costs that ultimately burden consumers.
If a daily life came to a standstill
A world without data centers would mean no access to social media, online payments, online shopping, and the loss of customer data access, leading to halted deliveries. Modern technologies like artificial intelligence would also cease to function, putting a stop to many sectors of the economy that increasingly rely on these solutions. Imagine the automotive industry not receiving data from vehicles – this would hinder the further development of autonomous cars. Hospitals lose access to medical data, impacting patient care quality. Electricity producers can't access energy consumption data, potentially causing supply shortages. These are just a few examples illustrating how the absence of data centers would affect our daily lives.
Underestimated value of data centers
The importance of data centers in daily life is fundamental. They house the data that powers our applications, social media and financial services. They form the backbone of the digital world on which more and more aspects of our lives rely. A day without this crucial infrastructure would equate to a serious crisis for people from different backgrounds and for the entire economy. Imagining a day without data centers highlights just how much we depend on this invisible yet vital technology.
